Violation of the Nebraska Sex Offender Registration Act and arrest on Felony Warrant

The Gage County Sheriff’s Office, Beatrice Police Department, deputies from the US Marshal’s Service, and a K-9 deputy and canine from the Lancaster County Sheriff’s Office arrested Damien Scott Roland, age 37, a registered sex offender, on a felony warrant for failure to register as a sex offender and another misdemeanor warrant. Roland refused to come out of the residence and attempted to hide in the residence, also preventing the female resident from leaving or contacting anyone. The deputies and officers eventually deployed the K-9 team and Roland was taken into custody on the warrants and transported to the Gage County jail.

An investigator from the Gage County Sheriff’s Office conducted a follow-up investigation, since Roland had not listed that address on his sex offender registration. Information from witnesses, neighbors, and officers from the Beatrice Police Department established probable cause to arrest Roland on a new charge of failure to register a new, temporary or habitual address as a registered sex offender. Roland had frequented, stayed at, or lived at that address off and on since February 14th, 2018. 

A registered sex offender is required to notify the sheriff’s office of a temporary or habitual address when they have been there three, even non-consecutive, days. The paperwork for completing the address change takes about 5 minute and is done at the sheriff’s office. There is no fee or cost associated with the sex offender registering or changing addresses or other information. That information is then forwarded to the Nebraska State Patrol for their files and to be put on the Nebraska State Patrol Sex Offender Registry website available to the public.

The investigator completed the arrest affidavit for failure to register an address as a registered sex offender and turned Roland back over to corrections officers to add the new charge.
